Indigent Payment Plan

Beginning July 1, 2018, El Dorado County will allow payment plans to low income registered owners/lessees for parking citations issued on or after July 1, 2018 for amounts of $300.00 or less. The payment plan will be called an 'Indigent Payment Plan.'

An Indigent Payment Plan provides the option to pay your parking citation in monthly instalments of up to $25.00 each month and must be paid in full within 18 months of the plan approval date. Upon approval, a non-refundable Payment Plan fee of $5.00 will be assessed to the total Payment Plan amount and all late fees and penalties shall be waived. Waived late fees and penalties may be reinstated if the person falls out of compliance with the Payment Plan.

How to Qualify

To qualify for an Indigent Payment Plan you must have supporting documents and file the application within 60 calendar days of issuance of the citation, or within 10 days of the Administrative Hearing determination, whichever is later.  Call 1-800-989-2058 or here.

Supporting Documents

The Registered Owner/Lessee must demonstrate that he or she is indigent by providing either A, B, or C, below:

A.      If the Registered Owner/Lessee does not have income or does not receive public assistance, a copy of their annual earnings from the Social Security Department is required.

B.      Proof of receipt of benefits under the programs described in subdivision (a) of Section 68632 of the California Law Government Code.

    1. Supplemental Security Income (SSI) and State Supplementary Payment (SSP) (Article 5 (commencing with Section 12200) of Chapter 3 of Part 3 of Division 9 of the Welfare and Institutions Code).
       
    2. California Work Opportunity and Responsibility to Kids Act (CalWORKs) (Chapter 2 (commencing with Section 11200) of Part 3 of Division 9 of the Welfare and Institutions Code) or a federal Tribal Temporary Assistance for Needy Families (Tribal TANF) grant program (Section 10553.25 of the Welfare and Institutions Code).
       
    3. Supplemental Nutrition Assistance Program (Chapter 51 (commencing with Section 2011) of Title 7 of the United States Code) or the California Food Assistance Program (Chapter 10.1 (commencing with Section 18930) of Part 6 of Division 9 of the Welfare and Institutions Code).
       
    4. County Relief, General Relief (GR), or General Assistance (GA) (Part 5 (commencing with Section 17000) of Division 9 of the Welfare and Institutions Code).
       
    5. Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants (CAPI) (Chapter 10.3 (commencing with Section 18937) of Part 6 of Division 9 of the Welfare and Institutions Code).
       
    6. In-Home Supportive Services (IHSS) (Article 7 (commencing with Section 12300) of Chapter 3 of Part 3 of Division 9 of the Welfare and Institutions Code).
       
    7. Medi-Cal (Chapter 7 (commencing with Section 14000) of Part 3 of Division 9 of the Welfare and Institutions Code)
C.      Provide most recent 3 pay-stubs.  An applicant's monthly income must be 125 percent or less of the current HHS Poverty guidelines.
