The Unified Program is intended to provide relief to businesses complying with the overlapping and sometimes conflicting requirements of formerly independently managed programs. The Unified Program is implemented at the local government level by Certified Unified Program Agencies (CUPAs). The El Dorado County Department of Environmental Management, Hazardous Waste Division, is approved by Cal-EPA as the Certified Unified Program Agency (CUPA) for El Dorado County.
As of January 1, 2013 all existing businesses that store threshold quantities of hazardous materials or hazardous waste are required to annually update their hazardous materials information on California Environmental Reporting System (CERS).
