County Service Area Zones of Benefit - California Government Code Section 25210 allows for the formation of county service areas in unincorporated areas, providing an alternative method of furnishing additional services and the levy of special taxes or benefit assessments to pay for the services. County service areas do not provide revenue; the zones of benefit provide funding for services.
The Community Development Agency, Administration Finance Division oversees 100 zones of benefit in County Service Areas No.2, 3, 5 and 9 which were established to provide funding for various services including: road maintenance and improvement services, drainage facility maintenance and improvement services, erosion control services, street lighting, landscape maintenance services, wetlands related services, cemetery maintenance and improvement services, and funding for snow removal equipment in the unincorporated areas of the Tahoe Basin.
The Board of Supervisors has established advisory committees for several of these zones of benefit. Committee members are appointed at the recommendation of residents within each zone, and serve at the pleasure of the Board of Supervisors. Advisory committee meetings are subject to the provisions of California's Open Meeting Laws, known as The Ralph M. Brown Act. A list of zone of benefit advisory committee contacts is available here.
