IHSS PUBLIC AUTHORITY
About Us
In-Home Support Network is the agency name that houses the IHSS Public Authority program. A Public Authority is a local agency established by an ordinance enacted by a County Board of Supervisors that is legally separate from the county. In July 1999, California State Assembly Bill AB1682 became a law, requiring an Employer-of-Record to be established for the IHSS Program by January 2003 in every county. IHSS Public Authority is the employer of record for IHSS care providers for the purpose of collective bargaining.

The mission of the IHSS Public Authority is to improve the lives of In-Home Supportive Services
(IHSS) recipients by ensuring access to skilled providers who can help them sustain independent living, to provide training and support for a positive working relationship and to improve the delivery of the IHSS program.
