Seeking Applications For
Traffic Impact Mitigation Fee Offset Program For Affordable Housing

NOTICE IS HEREBY GIVEN that the County of El Dorado is seeking applications for the TIM Fee Offset Program from qualified residential builders who are constructing residential subdivisions that will include rental and/or home ownership units or second dwelling units, or from homeowners who are building a second dwelling unit on owner occupied property. Eligible affordable housing units must be designed to serve very low-, low-, and/or moderate-income households in the unincorporated areas of El Dorado County in order to qualify under the provisions of the Traffic Impact Mitigation (TIM) Fee Program to offset traffic impact fees.

A housing development project of more than 5 units where at least 20% of the units will be affordable to very low-, low-, or moderate-income households may be eligible for TIM fee offset under specific guidelines.

The TIM Fee Program includes a provision to set aside $1.0 million of federal and state transportation revenues annually, for a period of 20 years, to be used to offset TIM fees in the development of affordable housing. The TIM Fee Offset Program allows for a reduction of traffic mitigation fees and is not a cash subsidy.

A pre-submission meeting is scheduled for interested parties on Monday, June 14, 2010, at 3:30 p.m. at 2850 Fairlane Court, Bldg. C, Placerville, in the Planning Commission Conference Room. Completed applications may be submitted July 1-15, 2010. To request TIM Fee Offset application packets call (530) 621-5347 or to request on-line email cynthia.freeland@edcgov.us.
