Proposition 63 (known as the
Mental Health Services Act or MHSA) was passed by California voters in November 2004. The law provided the first opportunity in many years for the
State of California to increase funding, personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults and families.

DRAFT Mental Health Service Act Three-Year Program and Expenditure Plan
The 30-day comment period for the DRAFT FY 2017-18 MHSA Plan opens April 17, 2017 and closes May 17, 2017 at 5:00 pm. A Public Hearing before the Mental Health Commission will be held after the end of the 30-day comment period.
